\nThe new fund is created to offer additional lines of credit to the export sector. The rapporteur, Deputy Isnaldo Bulhões Jr. (MDB-AL), stated that measures adopted by other countries affected exports and supply chains, and that a permanent support instrument is necessary.
\nAccording to the rapporteur, "Brazil has recently been affected by a series of measures that impacted direct exports and the supply chain, with risks to the trade balance, the financial health of companies, and the maintenance of jobs across the national territory. It would be imperative to enable a new permanent credit instrument to assist the national exporting sector."
\nBulhões Jr. also highlighted that the fund will complement the support already offered by the Export Guarantee Fund (FGE) and that the proposal "comes to modernize and create new lines of access to credit."
\n\nHow the fund will operate
\nThe approved resources will be applied to repayable financing. The proposal provides limits for administrative expenses, requirement of guarantees in operations, and the obligation to annually disclose the operations carried out by the fund.
\nThe operations will be conducted by the National Bank for Economic and Social Development (BNDES), which will have the possibility to authorize other financial agents to implement the credits.

\nThe fund's management will be the responsibility of a committee coordinated by the Ministry of Development, Industry, Commerce and Services. With the Chamber's approval without amendments to the Senate's text, the project now awaits presidential sanction to come into effect.
\nIn the meantime, the BNDES and the ministry should organize the operational structure and the rules provided in the law, if it is sanctioned, including criteria for guarantees, administrative limits, and the routine annual disclosure of operations.
